On lighstsail server not connect to SSH and after reboot - Status: Running, What could be the reason?

Without more information about the error you are receiving, I have a few questions.

What error are you getting when attempting to connect via SSH?
Did the IP address change? Check to ensure you are trying to SSH to the correct IP.

In lighsail SSH: UPSTREAM_NOT_FOUND [519] , In PC console - time out

Yes, the IP has changed, but the error in the new IP is the same.

"UPSTREAM_NOT_FOUND [519]" can occur for several reasons.
