Enable Systems Manager for organization-wide use

The new Systems Manager experience offers an org-wide node management view. Described in this launch announcement and blog.

This new experience is not available directly in a management account. From the management account, you must designate a delegated admin, then you can onboard that DA to the org-wide view.
