I am As an administrator, try to send an invitation to another member account. But UnfortunatelyThe member didn't accept any invitation at all. I try to wait for 24 hours, but still there is no invitation in the member account organization. Please anyone, can you tell me The problem?

Is the account a member of another Organization? It will need to leave that Organization before it can accept (or receive) an invitation to join yours. If it is currently a standalone account, double-check the email/account number you are inviting.
