Bedrock bug? Operation not allowed - model request failed despite proper permissions, region etc.

Please see attached screenshots. I am an experienced developer and I do not believe I am making a careless mistake here. I have followed all documentation to the letter to set up my IAM user account with the required policy permissions granted via the group to which the user account is attached. Despite all of this I am getting this frustrating (non-explanatory) error message that says operation is not allowed. I'm guessing this is a bug with the website. Please attached screen shots to document the statements in this message. Please advise how to address this issue. Thank you in advance

All of these were addressed already. Permissions are NOT the problem. This is clearly a bug. Can someone look into this further. No impressed by Amazon support.

By the way, controlling model access requires permission to access the marketplace as described in the document below.

Perhaps the "AmazonBedrockFullAccess" policy is not enough to enable model access.
