Network from vpc1 to vpc2

Hi Team,

It would be much appreciated if someone could advise on the question below. There is a ec2 in vpc1 (account 1) . When this connects to public facing ELB in vendors VPC2, does it go over internet or it stays on AWS global/private network ¿

fyi, no vpc peering is configured. As per vpc faq, it says

Q. Does traffic go over the internet when two instances communicate using public IP addresses, or when instances communicate with a public AWS service endpoint?

No. When using public IP addresses, all communication between instances and services hosted in AWS use AWS's private network. Packets that originate from the AWS network with a destination on the AWS network stay on the AWS global network, except traffic to or from AWS China Regions.

You pointed the right section from the FAQ and correct in saying that this traffic will stay on AWS backbone network since both source and destination are on AWS network.
