When using AWS Organizations, the management account is the payer account and responsible for billing and cannot be changed.
Regarding your scenario that you mentioned in the comment:
Account-1: Billing Account and Master Account

So, we're planning make Account-2 as Billing Account & Master Account
You cannot do this easily / seamlessly by (for example) "promoting" your current Account-2 to Management Payer account. You would have to remove all linked accounts from the current Organization, delete current organization from the Account-1, by doing this you would make all the accounts as Standalone... and then you'd have to create a new Organization on your current Account-2 and invite all other accounts into that organization. Keep in mind that while you will be doing this, the billing will continue. Generally, the whole process can be done relatively quickly if you only have a few accounts, however it's not so straight-forward if you have a lot of them. You'd generally need to do some preparation to make sure all your accounts within the organization are ready for this migration.

AS Geno mentioned you cannot just change it, but you can migrate. Keep in mind you lose all historical Cost Explorer data when doing so and may have additional steps to consider depending on your accounts.

Hello Vishakh - as noted by Geno, the management account is also the responsible for consolidated billing. Per the FAQ: "The owner of the management account is responsible for paying for all usage, data, and resources used by the accounts in the organization."
You can migrate to another organization but you will have the same situation and you would need to be mindful that you would lose history and also other Organizations configurations (SCP etc...). Perhaps it's best if we know what problem you are trying to solve with the configuration you are proposing?
