COM1 Port Missing From EC2

We have an EC2 instance that seems to have a corrupt / missing COM1 port. While we can still initiate Console Sessions via the AWS Console, the port is completely missing from Device Manager (hidden objects shown), and the Amazon SSM Agent is erroring with "file not found" when it attempts to use the COM port to communicate with Cloudwatch. I am struggling to find any information about how this could be restored, and standard steps like running the Hardware Troubleshooter and SFC ScanNow have resulted in no change. Can anyone provide any guidance about how the COM1 port is established in the OS, and how to potentially restore it?
