Bedrock error: ValidationException Operation Not Allowed

2

I cannot access any models in Bedrock without receiving the above error message. I have full admin rights to the account and there are no SCPs. The old "Model Access" page is gone so I can't request access to models like in the past. When I try to open the playground for models in the Model Catalog, I get the above error upon attempting inference. I've seen similar recent posts, one stating that I should open a support ticket. I don't have a support plan as I'm an independent Amazon Authorized Instructor who needs to be able to demonstrate Bedrock to Amazon customers in my own personal account. Please help.

any solution for this ? I experience the same issue. 2,3 weeks ago all the models were working, but suddenly I get "ValidationException Operation Not Allowed". Tried also in the Playground - the same.

I ran into this exact error ("ValidationException: Operation not allowed") on a brand-new AWS account, in eu-west-2, testing amazon.nova-lite-v1:0 and openai.gpt-oss-20b-1:0 in the Bedrock console/playground. Model Access was already granted, and my IAM user had full admin permissions, so it wasn't a permissions or model-access issue.

After going back and forth with AWS Support over several cases, here's what I confirmed directly from them:

  • This is an account-level eligibility restriction, not a quota, service limit, or model-access setting. Enabling Model Access in the console does not override it.
  • The stated reason is that the account doesn't yet have "established billing and usage history" with AWS. Support could not (or would not) give a specific threshold — no minimum spend, no minimum account age, no defined usage amount.
  • They confirmed there's no separate application/appeal process to request re-evaluation — it's described as something that resolves "automatically" over time as the account accrues history, though I was also told I could "try again next month" without a clear explanation of what changes by then.
  • Interestingly, the account had a $20 Bedrock credit applied for enabling the service, while being simultaneously blocked from using it — so the promotional/credit system and the risk/eligibility system don't appear to be coordinated.

My takeaway for anyone else hitting this: if you're on a brand-new account with little to no billing history, this looks like it's tripping an automated fraud/risk check rather than anything you can fix via IAM, model access requests, or support escalation. What seems to actually help:

  1. Generate some real, paid usage on other AWS services (EC2, S3, etc.) and let at least one billing cycle close successfully.
  2. Wait several weeks to a month, then retry Bedrock.
  3. If you have access to an older AWS account (personal or organizational) with existing billing history, testing Bedrock there sidesteps this entirely.

If anyone has gotten a clearer answer out of AWS Support on the actual criteria or timeline, I'd be interested to hear it — support was not able to give me anything concrete beyond "payment history and account usage."

When encountering the "ValidationException: Operation Not Allowed" error in Amazon Bedrock, there are several potential causes and solutions to consider:

  1. Account verification: If your AWS account is new, it may need further verification. Some users have reported that creating an EC2 instance can help verify the account.

  2. Regional availability: Verify that the models you're trying to access are available in your selected region. Different models have different regional availability.

  3. Model access permissions: Even with administrator rights, specific model access must be granted. Since you mentioned the "Model Access" page is no longer available, this could be part of the issue.

  4. CloudTrail investigation: You can check CloudTrail event history for more detailed error information that might provide insights into the specific cause.

  5. Contact AWS Support: For Bedrock access issues, you can open a case with AWS Support under "Account and billing" which is available at no cost, even without a support plan. This appears to be the recommended solution for your situation.

For corporate customers needing Bedrock access, AWS may need to verify eligibility based on applicable laws and internal policies. As an Amazon Authorized Instructor demonstrating to customers, explaining your situation through a support case would be the most direct path to resolution.

  • I opened a support ticket as recommended here. It's been 2 days with no response yet.

  • Did you ever hear back? I am experiencing this issue currently. AWS deleted my old account so I had to create a new one. This is an extremely frustrating experience and I expected more from AWS.
