Can't release EIP

I am trying to remove an elastic IP. I get the error below.

Elastic IP addresses could not be released.
34.228.133.42: The address with allocation id [eipalloc-0d05680c4bebc63fa] cannot be released because it is locked to your account. Please contact AWS Support to unlock it.

Since I don't have a support plan, the only support available to me (outside of this forum) is account/billing support and service limit increase support. I contacted billing support and they pointed me to purchasing a support plan. I don't really think i need a support plan for AWS to correct an error on their side.

Support case: 6966400101 opened at 13:24 EDT and it looks like i'm getting charged every hour that this EIP is attached to my account. I don't wnnt to be rude, but that seems like a billing issue...

I am sorry to hear about the issues and I am sorry for the inconvenience caused by this.

Please open the Request to Remove Email Sending Limitations form [1] (sign in with your AWS account root user credentials) and describe your request to remove rDNS record from the EIP in the field named 'Use Case Description'. After you submit the form the appropriate team will contact you once the request is processed.

Thanks for the information. I was able to remove the EIP after they removed my rDNS entry.
