If you're unable to access Amazon OpenSearch Service with your free tier account and are being redirected to the billing/signup/incomplete page, this typically indicates that your AWS account activation is not fully complete.
To fully activate your AWS account and access OpenSearch Service, ensure you have completed all of these steps:
- Added a valid payment method to your account
- Verified your phone number
- Chosen an AWS Support Plan (even the free Basic plan)
Even though you might believe your account setup is complete, being redirected to the incomplete signup page suggests there are still activation steps that need to be finalized.
Once your account is fully activated, you should be able to access OpenSearch Service. When creating an OpenSearch domain to stay within the free tier, make sure to:
- Select "Domain without standby" as the deployment option
- Change the "Instance Family" to "General Purpose"
- Select "t3.small.search" as your instance type
The AWS Free Tier for OpenSearch Service provides up to 750 hours per month of a t2.small.search or t3.small.search instance, along with 10 GB per month of optional Amazon EBS storage.
Regarding support options, if you've already opened a support ticket and haven't received a response in over 3 days, you might want to try posting your question on AWS re:Post (the AWS community Q&A service) where AWS employees and community experts can help you with your issue.

I reviewed account settings and I can't find the reason why my account is restricted. Is there someone from the support team able to review my account? More than 4 days my support ticket is open.

That message usually means your AWS account is still in a limited “pending verification” state and certain services, including Amazon OpenSearch Service, are blocked until full activation completes. OpenSearch isn’t restricted by Free Tier status—it’s available to all active accounts—but you need a verified payment method and completed identity check before the console grants access. Sign in to the AWS Management Console, open Billing > Payment Methods, and confirm a valid credit card is on file.
