if quicksight is connecting to an RDS instance in a VPC, the connection is enabled via ENI placed in VPC. This ENI will allow quicksight to access RDS within a VPC. hence no data transfer charges.if the traffic crosses AZ, then inter-AZ charges would apply.
If the database is on AWS and in the same AWS Region as your QuickSight account, you can auto-discover the instance to make connecting to it easier. To do this, you must grant QuickSight permissions to access it. For more information, see : https://docs.aws.amazon.com/quicksight/latest/user/scoping-policies-for-access-to-aws-resources.html
if the database is in a VPC, then there are different set of steps needed to connect it to quicksight, depending on whether its in default VPC or non default VPC.
