Instance i-09e40ed2e3967760d is stuck in stopping state

Our production EC2 instance(i-09e40ed2e3967760d) is stuck in the "Stopping" state. I attempted to force stop twice, but the instance is still stopping. This began when the instance became unavailable about 11 hours ago. How can I proceed to stop, then restart this instance?

After I posted this thread, I checked the EC2 status and found that it had stopped. I am attempting to restart now.
