Not able to connect to Internet AWS hosted websites which come from a certain subnet range and location that show are CloudFront hostnames in Atlanta

We have a new outside /24 Public range. Our Pat address of the range and many sources are unable to ping or connect to any site url which shows it coming from AWS Specific Subnet based on ping and dns lookup and ip lookup. All appear to be from the 18.160.x.x Atlanta Georgia Amazon CloudFront subnet. I am unsure who to contact and what the trouble could be as these sites are reachable at all other locations and from other internet Pat ip's in different locations. I currently do not have an AWS account and to open ticket I see there is a fee for support to even talk to someone. This has nothing to do with AWS but the sites hosted are not available, so I am looking for someone within Amazon to help.
