Error 403 in Amazon Chime

I keep getting error code 403 Forbidden when trying to update my Amazon Chime Voice Connector Termination Host. I am logged in with the root account, so I shouldn't be receiving any permissions issues. Because of this, I can only receive inbound calls, and outbound calls are disconnected with the same 403 error. This only started recently. Does anyone have any ideas or how they were able to solve this problem for themselves? AWS bill is current. Any help is appreciated as this is my business telephone number.
