Website not loading with static IP and DNS added

Are DNS records cached due to TTL?
I think it's possible that it takes a long time for the DNS record to be changed due to factors such as TTL.
I think it's a good idea to try accessing it after a while.
Also, if you can resolve the name to an appropriate IP address using something like "dig example.com", please check the web server's access log to see if any errors occur during access.
