Can't access EC2 instance in same organization

We have an organization with a couple of users. One of our users set up an EC2 instance that I cannot see in the management console. I am logging in as the "Mangement Account" for the organization. We both have the same service control policy enabled - FullAWSAccess. I have double checked and both accounts are definitely linked to the same organization.

Ensure you are in the correct region in the console.

Also if the EC2 was setup in a member account, then assume a role in the member account from the management account and then you’ll be able to see the EC2.
