Since Gmail doesn't provide complaint data to SES, wouldn't resending to gmail users who marked a previous email as spam hurt our reputation and deliverability?

Per the docs:

From what I've read, emailing people again who've marked you as spam damages your sender reputation, and more of your emails will then end up in spam.

Due to Gmail not providing complaint data to SES, it seems this is unavoidable? And emailing gmail users will eventually mostly end up in spam?

I guess it doesn't really matter because they can't mark your emails as spam twice, since after the first time they'll all go to spam already.
