As stated in this document, it is not possible to immediately register a domain that has just delete.

Almost all registries prevent anyone from immediately registering a domain that has just expired. The typical delay is one to three months, depending on the TLD. For more information, see the "Deadlines for renewing and restoring domains" section for your TLD in Domains that you can register with Amazon Route 53.
Usually you can’t delete a domain with a registrar you can only let it expire, transfer or renew them.
I’m not sure if you delete a domain anything happens with it apart from releasing from your account. Usually you can update contact information on domains at any time.
Suggest you log a call with AWS support as they may just read the domain back to your account.

The document references the delete, but then talks about expiring delays, so I'm not sure this applies to our situation - The domain did not expire, and we are not a different party trying to register a domain that has expired. We simply attempted to delete and re-register because the validation of contact info was not able to proceed.
