According to https://aws.amazon.com/about-aws/whats-new/2023/06/amazon-ec2-instance-connect-ssh-rdp-public-ip-address/ , it's free apart from the data transfer cost: "There is no additional cost for using EIC endpoints. Standard data transfer charges apply. "

Checking EC2 Instance Connect Endpoint via AWS Cost Explorer API Operations field. In the Cost Explorer Filter usage data by month with this you will Obtain the approximate usage and charge incurred.
