monitor latency performance across AWS cloud infrastructure

We manage 50+ AWS accounts (multi-tenant setup) with traffic flowing across VPCs via TGWs, TGW peerings, CWAN, and firewalls. Looking to build a custom solution (no AWS-native tools) to monitor inter-tenant network latency, identify slow paths, and send metrics to monitoring platform.

Has anyone done this at scale?
