EC2 instance unresponsive and won't stop

Instance i-0db5c9933521bfe44 has become unresponsive. Repeated stop commands do not appear to have worked. Could you please restart the instance as soon as possible please. Regards,

Instance state has finally gone to stopped. Now trying to start it again but getting "Error starting instances
The service is unavailable. Please try again shortly.". This is in AWS London.

I've just tried to launch a t2.micro instance and getting service unavailable as well. Is there a general outage in AWS London?

Instance i-0db5c9933521bfe4 has now started and appears to be working correctly. Many thanks to whoever plugged it in again.
