AWS Bedrock Anthropic Claude Opus quota

I can only use once a minute(60s).

Bedrock Claude Error: An error occurred (ThrottlingException) when calling the InvokeModel operation (reached max retries: 4): Too many requests, please wait before trying again. You have sent too many requests. Wait before trying again.

There's no problem using Sonnet.

I know service quota for opus is below and my usage never exceeded.

Anthropic Claude 3 Opus - RPM: 50, TPM: 400,000

*I am not asking for increasing quota. To make api requests as shown quota.
