Unable to create an Windows-server 2022 instance with instance type G4dn.xlarge in free tier

I'm facing issue when creating an instance Windows-server 2022 with instance type G4dn.xlarge in free tier. It gives me below error. JFYI, I created a new account few hours back today and the verification is completed.

Error - Instance launch failed You have requested more vCPU capacity than your current vCPU limit of 0 allows for the instance bucket that the specified instance type belongs to. Please visit http://aws.amazon.com/contact-us/ec2-request to request an adjustment to this limit.

The G4dn.xlarge is not a free tier eligible but still I should be allowed to create an instance using it. I don't understand why it is giving this error.

Hello.

The vCPU limit for EC2 G-based instance types is 0 by default.
That's probably what's causing that error.

As a workaround, increase the limit for "Running On-Demand G and VT instances" by following the steps in the document below.
When applying for an increase, please change the AWS region to the region where EC2 will be launched.
