user data commands not running

Hi,
I'm passing a number of powershell commands to an instance and the commands are been skipped, here's the log entry which is a warning:
Skipping task postReadyUserData-executeScript-0
I've searched for the error and there's nothing, has anybody got an idea of what's wrong?

Found the problem, the file C:\ProgramData\Amazon\EC2Launch\state.run-once already exists, so user data is not run.
The image I'm using is a copy of a another instance, I'm having to reverse engineer a three year old system and it's all a bit messy.
