Are you use the NEW AWS Account? If yes, then the new Account might have lower quota in the beginning and raised up automatically based on your usage. You can check the service quotas by the link (https://eu-central-1.console.aws.amazon.com/servicequotas/home/services/amplify/quotas) to confirm the quotas and then issue a quota increase ticket which is/are adjustable.
