I suggest you talk to your AWS Technical Account Manager. They may be able to share this information under Non Disclosure Agreement.
AWS Managed Grafana does have an open issue for region launches that you could comment on: https://github.com/aws/amazon-managed-grafana-roadmap/issues/1

Thanks for your reply, but I don't understand why this would fall under an NDA? I ask because numerous other services are found on GovCloud.
Don't know the why, but service roll out to regions is normally non-public information.
