Hello.
If you have questions about AWS billing, you can open a case with AWS Support under "Account and billing."
Additionally, in the case of incorrect billing, you may be able to get a waiver if you contact AWS Support.

If you are billed for RDS services in the free tier, there is a high possibility that you are using the service in a way that does not qualify for the free tier.
The free tier of RDS is applicable when running with the specifications listed in the document below.
https://aws.amazon.com/rds/free/?nc1=h_ls
If you select "Free tier" when starting RDS, you can start it with free tier specifications.

Can you confirm that the usage is as follows? For example, make sure the RDS instance type is db.t2.micro and the storage capacity is 20 GB. You should also make sure that Multi-AZ is not enabled. If you use it in any other way, you will not be eligible for the free tier and will be billed normally. Are you running multiple RDS instances?
