AWS Client VPN Federated to Azure fails with Invalid IDP metadata passed

After following all available documentation on how to federate AWS Client VPN to Azure when I go to create the VPN in the VPC the following error is returned - "There was an error creating your client VPN endpoint Invalid IDP metadata passed." The IDP metadata is imported properly into an IAM Identity Provider and everything looks correct. This error occurs at the time of VPN creation.
