Elastic IP Address Missing ATTN AWS Personnel

This is a question for AWS Personnel I had an elastic IP address, 204.236.235.244, assigned to an instance, i-026b1b4d3ee5121f7, and the instance was reported down and when I went into our dashboard, the instance was stopped and the elastic IP associated with it has just disappeared. It is no longer displaying the the Elastic IP section. No one else has access to this so what happened? Can I get the IP back?
