Grant EC2 console access to one person

I have an engineer and I need to let them have EC2 console access to do things like reboot an instance.

I followed the instructions for IAM Identity Center at

None of this worked. The link takes me to the IAM identity Center page for Ohio, which tells me it is only available in Virginia. "Assign users or groups." does not appear. And Groups has no permissions settings.

Then I find no way to set permissions for a user I created. They verified their account. And there is no assign permissions command for a group.

This is very simple that just create a group and assign ec2 full access to that group and then create a user and add this user in the group you created with full ec2 access or what ever you want to give
