Is there something needed to be done to enable jumbo packets for RDS instances? Is this feature enabled by default?

You can increase them on some instances, but there are some limitations. See https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/network_mtu.html#jumbo_frame_instances
