Hello.
In general, I think it's a good idea to select a region by considering end-user latency.

So, why not try using the London region "eu-west-2" first?
If it is difficult to use the London region due to personal information protection, etc., you may want to consider other European regions.

Hi,
You may be interested by this FAQ: https://aws.amazon.com/compliance/gdpr-center/
AWS offers a UK GDPR-compliant UK GDPR Addendum to the AWS DPA that incorporates
AWS’s commitments as a data processor under the UK GDPR. The UK GDPR Addendum is
part of the AWS Service Terms and applies automatically for all customers who require a
data processing agreement to comply with the UK GDPR.
The mentioned addendum is here: https://d1.awsstatic.com/legal/aws-gdpr/UK_GDPR_Addendum_to_AWS_data_processing_addendum.pdf

Is it Milan (eu-south-1) or Ireland (eu-west-1) also good for this system or not?
The Milan region is a relatively new region, so the service you want to use may not be supported, so you need to do some research before using it. https://aws.amazon.com/about-aws/whats-new/2020/04/announcing-the-new-aws-europe-milan-region/?nc1=h_ls
