I created an IAM with the same permissions and tried accessing it, but I could see "Push notifications" on my screen.
My screen is in Japanese but it is displayed.
You created a user which only policy is the AmazonSNSFullAccess AWS managed policy?
Yes.
I created only policy is the AmazonSNSFullAccess.

Maybe change the link for an english version?
Anyway, I can see the option. I am an admin. My user only has the AmazonSNSFullAccess aws managed policy.
