You can modify type, size and provisioned IOPS of an EBS volume using Elastic Volumes feature, but, as specified in the Limitations section of the public documentation, you cannot decrease the volume size.
"You can't decrease the size of an EBS volume. However, you can create a smaller volume and then migrate your data to it using an application-level tool such as rsync."

Hello.
EBS volumes cannot be reduced in size directly.
Therefore, you will need to create a new small-sized EBS volume and migrate the data, as introduced in the blog below.
