Need help with creating Load balancers

This error message "This AWS account currently does not support creating load balancers" is common for new AWS accounts and could be due to several reasons:

1. Account Activation Issues: Even though your account was created two weeks ago, it might not be fully activated yet. Make sure you've completed all required steps including adding a valid payment method, verifying your phone number, and choosing an AWS Support Plan.

2. Service Quota Limits: You may have reached the maximum number of load balancers allowed in your account for that specific region, although this is less likely for a new account.

3. API Throttling: AWS might temporarily restrict your ability to create new resources, especially for new accounts, to prevent service abuse.

4. Transient Service Issues: There could be temporary internal problems with the Elastic Load Balancing service.

Here are some steps you can try to resolve this issue:

1. Wait and Retry: Sometimes these issues resolve themselves after 24-48 hours for new accounts.

2. Try a Different Region: Service availability can vary by region, so attempt to create the load balancer in a different AWS region.

3. Check for Unused Resources: Ensure you don't have any hidden load balancer resources in other regions.

4. Continue with Support Case: Since you've already opened a case with AWS Support, they should eventually help resolve this. Unfortunately, response times can vary, especially for account-specific issues. For Basic Support plans, while documentation mentions a response time within 24 hours, actual response times may be longer.

This appears to be a known issue with new AWS accounts that typically requires manual intervention from AWS Support. In the meantime, you might be able to continue working with other AWS services that are functioning correctly while waiting for your support case to be addressed.
