Hello,
If your Elastic IP is locked with your account then Contact AWS Support to resolve this issue and follow the steps below:
- Sign in to the AWS Management Console.
- Navigate to the AWS Support Center. Click on Create case.
- Select Service limit increase and then choose Elastic IP Address Limit.
- Fill in the necessary details, including the allocation ID (eipalloc-068c643d36fd2d6c3) and the error message.
- Explain the issue, indicating that the EIP is locked to your account and cannot be released.

Have you checked the troubleshooting documentation below?
Your Elastic IP address may be registered as rDNS.
First, please check if you can release the Elastic IP address by following the steps described in the document below.

As stated in the above document, if you are unable to release the Elastic IP by unsetting rDNS from the AWS CLI or Management Console, please contact AWS Support.
I submitted this form https://support.console.aws.amazon.com/support/contacts#/rdns-limits and requested rDNS removal. Once removed, I was able to remove the IP addresses.
