unable to SSH into any instance in the region eu-central-1

Hi,
I have created a new vpc from the wizard, in the eu-central-1 region, public with private subnets, then created a new amazon linux ec2 instance in the public subnet with a security group allowing ssh port 22 from my IP.
I am unable to ssh into the instance, the error is always "connection timed out".
I have verified and tried all possible solutions with no success.
The instance has a public IP, it is in the public subnet, the security group allows port 22 from my IP, the subnet has a routing table to allow traffic from the internet gateway, the igw is attached to the vpc, the ACL is associated with the subnet and allows all traffic in and out.
the same also for the default vpc.

Every time I repeat the steps it reproduces the issue again.
Doing the same steps in another region or in another account, works successfully!

tried to telnet to the public IP with port 22, the result is also a time out.
also tried from another local network, another local internet connection same thing.

note that I am an advanced AWS user.

Please note that the reason why you are unable to connect to your instance is caused by an administrative issue with your account. I have created an internal ticket for our customer service team to remedy this situation. I will inform you as soon as I receive an update.
