Hello.
If it is an AWS Organizations member account, you will need to cancel the AWS account from the Organizations management account.
In other words, try operating with an admin account instead of a member account.

Hi. Thanks for your answer, but I think you misunderstood my problem.
I can log into my admin account, but my account doesn't have permission to do anything. Well just about anything - I managed to delete my S3 buckets, but I don't have permission to view much else. I don't have permission to view billing information, to close my account, to ask a support question. It seems like maybe it's not the admin account, but I'm sure it is because it has Admin in the name. There currently seems to be no way to stop the billing as I just can't do anything.

Hi. Thanks for your answer. I was operating from my admin account, or the account that I'm pretty sure was my admin account. It has admin in the name. If that isn't my admin account, I don't know what my admin account is - but I'm pretty sure it is.
The administrator account here refers to the AWS account that manages AWS Organizations. You can check whether the AWS account you are signed in to is an AWS Organizations management account by opening the AWS Organizations console.
Hi. I've figured it out now. I needed to log in with the root email address and password for the organisation, rather than the 'admin' account. This gives me access to all the services I need. Thanks for your help.
