Amazon Mechanical Turk Credit Limit Issue

I am having a problem regarding Credit Limit and batch publishing. Tested with 1 cent payment, and still not able to publish work.

I have contacted MTurk customer services, but no helpful response was given from them.

No specific guidelines in the FAQ page for mTurk. No option to prepay to avoid shenanigans. Unresponsive customer service department.

I am not sure where to go to resolve the situation now.

Has anyone able to resolve the situation?

At this point, I am unsure whether Amazon is actively discouraging new requesters from using the service.
