Auto Scaling Group stuck in "Updating Capacity"

Question

Upon updating desired/min/max capacity, I've got an Auto Scaling Group stuck in an "Updating Capacity" state. It's been in that condition for the past 30 minutes with no activity history indicating anything is taking place. There are no lifecycle hooks associated with this ASG (UtilsDev-UtilsASG-7R4CK7QY7DJV in us-west-2).

Go to the Auto Scaling Groups section in AWS, then select your Auto Scaling Group.  In the display below it, click on the Activity tab and scroll down to "Activity history".  Look in the Description column and you'll probably see an explanation for why each instance failed to start.

Got the same problem when creating 3 ASGs. 1 was successfully created, the other 2 got stuck.  
  
Are you using Terraform? If yes, which version?  
  
On the console it worked though.
