If I need to request public certificates from AWS ACM for my ELB and CloudFront, do I have my hosted zone in Route 53 ?

Hello.

Domain verification of certificates can be performed even if the domain is not managed by Route53.
You can use the certificate by adding a verification CNAME record to your domain's zone to enable name resolution.
