It has previously been attached to a TTN server, could that be the reason?
No. However you will suffer this error if that Gateway EUI has been used by a gateway in another AWS account. Have you previously registered this gateway in another AWS account or region? If not, are you using the MAC address as the EUI or are you perhaps instead using some value that is not likely unique?
