I understand your situation, here is what worked for others in the same situation.
What to do: Do not resubmit the same request. Once a request locks, raise a new support case instead. Go to https://aws.amazon.com/contact-us and select Account and Billing as the category to reach a human agent.
When opening the case, include: Your original registration request ID The toll-free number you are trying to register A clear description that the form locked after resubmission and your changes were not saved AWS Support can manually update or reset the registration on their end, this is faster than waiting for the form to unlock itself.
In the meantime: If you need to send SMS urgently, consider using a 10DLC (10-digit long code) number as a temporary alternative while your toll-free registration is resolved. You can set this up directly in the SNS console under Origination numbers.
