RDS Proxy TimeOut Error

I am not able to create an RDS Proxy with PostgresSql. When I am trying to connect the PgAdmin tool it shows a timeout error.

can you please help to fix and suggest some video or doc link?

Since you're getting a timeout error, I thought maybe the RDS Proxy's security group doesn't allow the required IP address.
Also, RDS Proxy can only be used within a VPC, so it cannot be used when connecting from on-premises.
