I'm getting an "Operation not allowed" error when requesting access to Bedrock's models from an account with IAM administrator policy and verified payment method.

Hi, I have followed the steps given by AWS to request access to Bedrock's models through filling the form asked but when I try to submit the form, I get that error:

I previously made sure the IAM policy on the user is full access administrator and that the payment method associated to the account is active and validated by AWS.

Hello.

If it's an IAM policy issue, you may be able to check the error details in the CloudTrail event history.

If your AWS account is a member account of AWS Organizations, please check whether the operation is not denied by SCP.
If there are no problems with either IAM or SCP, please try operating from the root user.
You can sign in as the root user by following the steps in the document below.

If you are unable to operate even after checking all of the above, there may be a problem with your AWS account.
In that case, please open a case with AWS Support under "Account and billing".
