VPC is not listed in free tier services

VPC pricing is listed in the document below.
There is no charge for creating a VPC, subnets, etc., but there is a charge for using a NAT Gateway or multiple public IPv4s.

By the way, for public IPv4, 750 hours per month are included in the one-year free plan.
In other words, if you just run one public IPv4 24 hours a day for one month, it will fit within the free tier.
