No, that isn't a requirements to use multiple DXGW when using up to 4 TVIFs. That will be driven by your use-case and scale of your organization. In Scenario 2, the figure is considering a more complex case with 4 isolated production environments. Addressing the complexity of extending network segmentation for security isolation or customized routing decisions at scale where some organizations had to have multiple DX Connections + Multiple DXGW before that new limit became available. Thus having 4 DXGW in that use-case can help managing advertised routes and filtering. The 2nd DX there is for High Resiliency. An environment of this scale is highly recommended to follow Maximum resiliency with dual DX Connections.
