See if you can use the EC2 Serial Console https://aws.amazon.com/blogs/compute/using-ec2-serial-console-to-access-the-grub-menu-and-recover-from-boot-failures/

If not then you can try Systems Manager or an EC2 Rescue Instance which are methods 2 & 3 in https://repost.aws/knowledge-center/ec2-linux-emergency-mode
