Hi, this is Abhi from AWS. How are you determining that the Elastic IP addresses are being determined as VPN Endpoint IP addresses? You can either create a case with AWS Support, provide the data which shows this. You can also release the Elastic IP addresses and get new ones.

You won't be able to do it w/AWS IPs, as their IPs are in all of the IP databases as being a shared service, and legitimately so since those IPs are rotated to new owners every time you release them. You may have better luck in using your own IPs (https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/ec2-byoip.html) which would be categorized differently.
