If you do not want developer support the. You will to cancel the support through the support console while logged in as root

Not sure how you have enabled developer support. You can open a case from the Support portal asking when it was enabled as there should be logged event in CloudTrail that shows who and when it was enabled. As far as downgrading to Basic, if you have just enabled it, you would need to wait 30 days before you can downgrade.
